Panama Modernizes Its Immigration Framework: A New Opportunity for Global Investors

Under Law No. 493 of October 28, 2025, Panama has introduced a groundbreaking reform to its immigration and residency system. This initiative allows foreign investors and their dependents to obtain a Panamanian-issued passport valid for the same duration as their residency permit.

While this document does not grant nationality, it serves as a powerful form of official identification under Panamanian jurisdiction, making international mobility smoother and safer for residents and investors alike.

🏦 Investment Routes to Obtain Panama Residency

The Qualified Investor Visa Program remains one of the most flexible in Latin America, offering several investment options:

Real Estate Investment: Minimum of US$300,000, lien-free, with ownership maintained for at least five years.

Pre-Construction Projects: Minimum US$300,000 purchase via trust deposit or direct payment to the developer.

Investment in Securities: Minimum of US$500,000 through a licensed brokerage firm under the Superintendency of the Securities Market.

Fixed-Term Bank Deposit: Minimum of US$750,000, locked for five years in a Panamanian bank.

This legal framework reinforces Panama’s position as a secure, business-friendly destination with a robust financial infrastructure and a strategic location linking the Americas.

🛂 How the New Passport Works

Articles 20–25 of the new law authorize the Panamanian Passport Authority to issue:

Electronic passports for citizens and special passports for qualified investors and their dependents.

Special passports valid for the same duration as the investor’s residency permit, allowing international travel under Panamanian recognition.

The system ensures full transparency through a centralized registry of all holders, and further regulatory details are expected within six months.

🌎 What This Means for Investors and Expats

For international investors and expats seeking stability, flexibility, and tax efficiency, Panama’s new immigration law represents a major upgrade. The special investor passport simplifies travel and offers formal recognition as a resident investor — a unique advantage in the region.

This reform is also expected to increase demand for real estate investments in areas like Costa del Este and Boquete, both known for their lifestyle quality, strong infrastructure, and long-term property value growth.
